A good rule is to leave about 18 to 24 inches of open floor between the rug edge and the walls, so the design looks framed rather than squeezed. Under a desk chair, the rug should be large enough that all the wheels stay on it when you roll backward, which in most setups means 2.6 x 3.9 ft or larger.
